The Municipal Local Government Operations headed by Mrs. Angeline Priolo, MLGCO V in cooperation with the Local Government Unit of San Jose under the administration of Mayor Antonio B. Chavez conducted the One-Day Workshop on Peace and Order and Public Safety Plan (POPS Plan) on January 31, 2017 at Sangguniang Bayan Session Hall, San Jose, Camarines Sur.
POPS Plan is a three-year term based plan of the Local Government Unit pursuant to Section 116 of Republic Act No. 7160, or the “Local Government Code of 1991”, and Executive No. 773, s. 2009, which calls for the further reorganization of the Peace and Order Council, every province, city, and municipality is mandated to create a Peace and Order Council (POC).
The said plan is to be formulated and approved by the POC which consists of programs and activities on peace and order and public safety to improve life in the communities by ensuring social protection and safety in the locality. Furthermore, it will be the basis for approval of budget allocation for the Confidential Fund as a requirement for consideration and review of DILG and endorsement to the Department of Budget and Management (DBM).
The three-year term based plan exemplifies the 3-year validity period of the POPS Plan counted from the first day of January immediately after the election of the new local chief executive up to the last calendar day (December 31) of the third year.
Mrs. Ma. Teresa D. Olos , LGCO VI/ Cluster Head District 4 and workshop facilitator presented the prescribed outline for POPS plan that involves: Review of Local Strategic Directions (Vision, Mision, and Goals); Peace and Order and Public Safety Situation; Priority Peace and Order and Public Safety Challenges; Objectives, Strategies, Targets, Indicators and Baseline Data; Policies, Programs/ Projects, Services and Activities (P/P/P/S/A); Funding Requirements; Implementation Arrangements (Officer Primarily Responsible for the Program/ Activity Implementation); POPS Plan Monitoring and Evaluation; Communicating Results to the Public; and Annexes.
After the presentation of the Vision, Mission, Goals and Peace and Order and Public Safety Situation, the body came up with the mostly encountered issues in the municipality which will be the subject to be addressed in the POPS Plan. The issues are: Road Accidents; Illegal Drugs; Robbery/ Theft; Disposal of Hazardous Wastes; Illegal Gambling; Children in Contradiction with the Law (CICL); Violence Against Women and Children Cases (VAWC); Dog Bites; Physical Injuries; Compliance to Pre-Emptive Evacuation; Carnapping (Motor); and Fire Incidents.
The Workshop was consisted with four outputs specifically in terms of Prioritizing Peace and Order and Public Safety Issues; Strategy Formulation Matrix by POPS Issue; Activity Matrix by Strategy; and Funding Requirements.
Each department heads discussed the drafts they formulated for POPS Plan addressing the cited municipality’s issues. Included in the presentation are the Success Indicators formulated by Engr. Jose Chito Milante, Municipal Planning and Development Officer described as Social Peaceful; Enlightened; Healthy; Active; Institutional Transparent; Just Leadership and Pro-Active.
Mrs. Priolo, also defined Peace and Order as law enforcement activity addressing criminalities and violations while Public Safety as prevention and education.
The workshop was attended by 31 department heads and Sangguniang Bayan Members.
