The Local Government Unit of San Jose under the administration of Mayor Antonio B. Chavez received the Seal of Good Local Governance (SGLG) Glass Marker Award together with seventeen (17) LGUs and Provincial Government of Camarines Sur based from the 2015 Post Assessment given during the Provincial Launching and Orientation on MASA MASID held at Villa Caceres Hotel, Naga City on March 22, 2017. The award was given to 1st-6th class municipalities who passed the three Core Areas of the Seal of Good Local Governance which are Financial Administration, Disaster Preparedness, and Social Protection.

Accordingly under Financial Administration, the municipalities should perform Good Financial Housekeeping, Financial Performance and Financing Development; on Disaster Preparedness, a municipality should either a 2016 Gawad KALASAG First Place National Awardee for Best Local Disaster Risk Reduction Management Council, Hall of Fame Awardee or all of the following: Has established structures and manpower complement; Plans available and funds utilized; Established early warning system and evacuation alert system, and preemptive and forced evacuation; evacuation center management system and evacuation guide; LDRRM Operations Center at least functioning during disaster or incident command system; equipped and trained search and rescue or emergency response teams; system of pre-positioning goods and resources, medical services, registration, and security.

The last Core Area is Social Protection wherein the LGU should be a 2016 Awardee of the Seal of Child-Friendly LGUs or all of the following: 80% completion rate of or utilization rate of the fund intended for the 2016 Local School Board Plan; Presence of ordinance establishing Barangay Violence Against Women and their Children (VAWC) desks; 100% of barangays with VAWC desks and at least 70% of barangays submitted their quarterly VAWC reports for the 3rd and 4th quarters of 2016; and Updated Local Code for Children.

Another considerations under Social Protection are: 2016 Philhealth accreditation of at least one main hospital or health facility for maternal care package, primary care benefits, or TB-detection and treatment services; Presence of Mechanisms in support of gender and development; Compliance with Accessibility Law; Compliance with mandatory representation in the sanggunian with representative accorded with the regular privileges and emoluments of a Sanggunian member; and LSWDO should be a registered social worker or in the case where the head of Office was hired prior to the enactment of RA 9433 or the Magna Carta for Social Workers, there must be at least a registered Social Worker serving as technical staff in the office.

Another requirement for passing the SGLG is to comply at least one of the three Essential Areas namely: Business Friendliness and Competitiveness; Peace and Order and Environment.

The award was received by the Municipal Mayor, Hon. Antonio B. Chavez together with Mrs. Angeline E. Priolo, Local Government Operations Officer V, Dr. Arnel P. Armea, Municipal Health Officer, and SPO4 Mario P. Corral from PNP San Jose.
