As one of the priority programs of the Local Government Unit of San Jose under the administration of Mayor Antonio B. Chavez is to end up malnutrition. LGU-San Jose partook in the Scaling-Up Nutrition (SUN) Caravan initiated by the Adventist Development and Relief Agency (ADRA) Philippines held at San Jose Sports Complex and Cultural Center, San Jose, Camarines Sur on April 4, 2017. The Caravan aims to involve all the sectors to be familiar of the SUN Movement, Milk Code, First 1000 days of life; Disseminate the information regarding PPAN likewise let the community participate in monitoring; and generate related policies or local legislation.

Ms. Mayet Baez, Coordinator, Philippine Coalition of Advocates for Nutrition Security (PhilCan) introduced the background of the Scaling Up Nutrition Movement that is a global movement believing that all people has the right to attaining enough food and nutrition. She also discussed the Causality Framework of Child and Maternal Malnutrition; WHA Targets; and the position of the Philippines in the Global Nutrition Report 2016, Hunger Index, Ibon Analysis. Another presentation regarding the Economic and Nutrition Status and Population Profile of Camarines Sur was discussed by Dr. Wilfredo C. Baniqued, Provincial Health Officer. It was followed by the discussion of the Knowledge on the first 1000 days of a child by Ms. Lovely Joy G. Alvar from ADRA Philippines and the Implementation of Milk Code: E.O. 51 by Ms. Venus L. Grecia from World Vision International-Region V.

The Municipal Mayor, Hon. Antonio B. Chavez, presented the existing programs of the municipality in addressing Nutrition. Including to those are: Feeding Program to children aging 3-5 years old for 6 consecutive years; Free Health and Health Care Services in the Rural Health Unit, Lying-in, Diagnostic Center, Barangay Health Centers and the on-going construction of Municipal Infirmary. He cited in his talk that his primary program is on Health that is why he is giving free PhilHealth Insurance and also monthly honorarium to Barangay Health Workers as one of the assistants of the Health Office in implementing the programs to every barangays.

All the participants involve in the movement, including the Local Chief Executives, Sanggunian Members headed by Municipal Vice-Mayor Virgilio E. Panuelos, and ADRA Members altogether recited and signed the Pledge of Commitment. Participants proceeded to the Sanggunian Bayan Hall after the Lunch Break for the Workshop. The Master of Ceremony presented the objectives and participants of the Workshop. The first topic was discussed by Ms. Katherine Yee, PhilCan Convener, World Vision International covering: SUN Movement Overview; Cause of Malnutrition; SUN Civil Society Alliances at Country Level; Multi-Sectoral Approach; and Overview of SUN’s Criteria and Characteristics for “Good” National Nutrition Plans. The presentation of PPAN was done by Ms. Arlene Reario, Nutrition Program Coordinator, MNC Region V. It was followed by the Workshop Proper facilitated by Ms. Jane Romano, Nutrition Program Coordinator, Camarines Sur. The workshop was followed by the Plenary Presentation and Reaction from NNC, DOH, PHO, and LGU. Afterwhich, LGUs of Calabanga, Garchitorena and Presentacion gave an update regarding the progress of the ordinances, policies on Nutrition and Poverty.

The Caravan was participated by LGUs from Calabanga, Presentacion (Presentacion Livelihood Center), Garchitorena (Women’s Organization), World Vision (Bicol 2 Cluster Community Partners) and SAPA (Salogon Agricultural Planters Association). The event was also lighted up by a Folkdance number from the SAPA Women and another Ethnic Dance performed by the Interns of Nueva Viscaya State University (College of Forestry).
